Reading the table. The combination “registered charity (positive) + no federal awards (negative)” is the editorial point: Marici is a legitimately registered tax-exempt entity whose operations have not, on the public federal record, been audited or funded as a federal grantee or contractor. Federal grantees of the scale Marici's claims would imply (e.g. providers of anti-trafficking intelligence systems used by named federal agencies) ordinarily appear in USASpending.
